This is news if this is an operational plan. Apparently, pilots are training for the mission and are waiting for the GO. Now, we doubtlessly have plans to invade Canada, but that doesn't mean we practice them on a yearly basis.
Just recently, we practiced dropping bombs on North Korea. And I think we just got approval from Japan to launch attacks from their territory (or, perhaps, to land the big bad bombers after a successful mission over North Korea, after take-off from Guam?).
It appears that this article is mostly a rehash of old stuff, i.e., this is what we might do, if everything else fails. Israel still saying that the time is approaching when a decision needs to be made, but it has been saying that since 2003/2004.
But I do get the impression that Israel is focusing on this plan a bit more. It's not just sitting on a self somewhere.
