Anyone can ask any question they want...and the person asked can respond that's it's none of their business. The cop wasn't entitled to an answer.
This constitutes probable cause? In what world? No objective one...refusing to make small talk with a person trained in investigative techniques seems reasonable and prudent, not provocative.
