A young cop that would probably be bewildered if they ever encountered a dial telephone and needed to use it. Someone who would be astonished to see a black-and-white dial-tuned television with a mysteriously indecipherable 'UHF' dial. A caveman seeing a time travelling astronaut flick a cigarette lighter. Someone like that.

It wouldn't surprise me a bit to find out the cop who said that line was no more than 23 years old.
