I went to each one of these and started them all EXCEPT Network DDE DSDM (it did not allow me the option to do it - instead it said if the service is stopped, DDE network shares will be unavailable and that any services that explicitly depend on it will fail to start.

How do you get it into the STARTED mode?

Try starting Network DDE first, if that is not started/enabled. Then try to start Network DDE DSDM. It should work then.
