I don't disagree, but disabling it temporarily might work, and if it does we will know that NIS is the problem. Also, this can be done very quickly.
If the problem comes back, then it's most likely rogue spyware on your PC. A lot of spyware runs in the background and starts up when your machine starts up, so you may not see its effects until after you've been online and surfed around and opened several screens, over a period of 5-10 minutes.
If the problem is still there, let me know.
By the way, you said above that you have both Norton Internet Security and Norton Systemworks installed. Both of those programs include Norton Antivirus. I hope you only have one version of NAV running. The installer program should handle that automatically, but I don't much trust Symantec these days.
