Hounded by kidnapping issue, Chia Head must have felt that they need to have something to hit back Japanese, and this lame case, possible defection, is apparently what he can do best. Furthermore, it is not even clear if there was such an incident.

Does this mean that S. Korea also kidnapped almost 10,000 N. Koreans who escaped or defected from N. Korea?

N. Korea may even accuse U.S. of kidnapping its citizens, some of whom are pretty high-level figures.
