In the minds of some, yes it does. The bad news is that the first strike of a nuclear "Pearl Harbor" is going to get millions killed. This is no way to defend our Republic. A thorough counterintelligence effort must be made to find out who has suborned Carl Levin. I find it impossible to believe he could be this stupid, so to account for his actions I suggest that a foreign intelligence service has has bought or compromised him.
