Obviously the last smidgen of grey matter between his ears has finally evaporated. He needs locking up but not at Gitmo, a padded cell and very high doses of medication or shock treatments would be more fitting.

We used to have a very large mental hospital in Yipsilanti Michigan but the democrats got ahold of the keys and released the patients into the wild.
