Many of us believe you make your own luck. As an example of those who don't believe this, homeless (drunks/druggies and those with self-inflicted mental disease, usually) are considered "down on their luck".
It's a trick question, and points to how poorly the 2 answers for each question represent thought processes.
I myself answered "true", knowing they're thinking in terms of "aw, poor guy, he was just unlucky to be born into the urban hellhole with a criminal sire so no wonder he can't make it". I'm not thinking in those terms - I don't feel sorry for someone who has those kinds of "bad luck".
But I do think some of us have a "kharma" for things falling into place, or falling apart.
A stupid one???
I think what that question means is this, as a conservative I beleive we make a lot of our own luck by being prepared for the opportunity when it arises. Some people, liberals expect something for nothing, wanting luck to make things happen in their lives and then they whine.
Just my take on it anyway.
