If she was, in fact, a resident, it makes a difference whether she lived there her whole life or is just a "weekender" from New York or New Jersey? If she lived there her whole life, chances are she's on the lower end of the socioeconomic scale and illegal immigration is raising her taxes to unimaginable levels - while compromising the quality of life in her town. If she's a week-ender, she is financially well-off and just parachutes in Fri - Sun and doesn't give a damn about the townies and their problems.

I would bet that she's a "weekender", she was the Mother of the groom at an expensive wedding in N.J.. I think Pennsylvania has to have it's own immigration laws for New Jersey and New York.
