Not surprising considering his history; Chip was booted from the Navy's nuclear power program with a bad conduct discharge for using "nose candy" (even Jimmy's plea to Adm. Rickover couldn't save him)...so, in Nevada, you have a decent incumbent running against a crooked upstart (the Navy's CID suspected that the Chumpster was even selling cocaine but couldn't prove it) so I suppose Nevada, with its reputation for gambling, prostitution, etc., is the right place for a Carter.
