One more time ~ the secret underground terrorist prison was just a part of the plot in "24"'s second season. That's the one with the hero/anti-hero Marwan up against Jack Bauer.
No doubt this story came about as a way to ferret out CIA staffers who were working as free-lance spies for the news media.
It worked.
BTW, the secret underground prison was in a public park in Los Angeles, not Europe.
