They work for the IRS
They are old CPA's who can't do consulting work
They sell life insurance or annuities
They sell the tax credit programs mentioned in the article
They are the builders who are beholden to the housing tax credit programs mentioned in the article
They hawk limited partnerships with tax advantages
They are vendors or employees of oil and gas partnerships with tax advantages
They work for someone like Turbo Tax or H&R Block
They do one of the myriad other tax based jobs that have evolved off of the misery of everyone else in the country and enabled the government/lobbyist complex to grow like a kudzu weed.
