Never mind, I answered it myself. It was December 4, 2005, on Face the Nation with Bob Schieffer. Here's the quote in question:

And there is no reason, Bob, that young American soldiers need to be going into the homes of Iraqis in the dead of night, terrorizing kids and children, you know, women, breaking sort of the customs of the--of--the historical customs, religious customs. Whether you like it or not...

SCHIEFFER: Yeah.

Sen. KERRY: ...Iraqis should be doing that. And after all of these two and a half years, with all of the talk of 210,000 people trained, there just is no excuse for not transferring more of that authority.

So did he really mean to say that Iraqis should be terrorizing women and children? He's such a tool!

But I also wonder if he had some sort of a heads up that a story was going to break in this way...or an atrocity would be committed, then blamed on American soldiers.

I should have read your entire post!

Are you by chance working on the theory posted in #10 and #26? The appearance by sKerry was 2 weeks and 2 days after the rumble in the House.

W/O 1-10-06:
During a Town Hall meeting earlier this week Democrat Congressmen John Murtha (PA) and Jim Moran (VA) touted their call for a withdrawal from Iraq, an unexpected turn of events occurred. Moran and Murtha continued the anti-war diatribes which included their relating talks they've had with military officers and rank-and-file troops in Iraq. Murtha has said the military is broken, morale within the ranks is poor, we need to pullout immediately, and other defeatist rantings.

On 1-15-06: "Our troops have become the primary target of the insurgency. They are united against U.S. forces, and we have become a catalyst for violence," Rep. Murtha says

2-16-06:
At a hearing on the Pentagon budget before the House Appropriations Committee's subcommittee on defense, Mr. Murtha, also said we could not win the war militarily.

"Where I disagree is fighting terrorism in Iraq," Mr. Murtha said. "I think that we're inciting terrorism, and that's my personal opinion. ... When you go in ... with the tactics we have to use to protect American lives, you're going to create enemies. And that's what we've done."
