I did find in another link information that he agreed to push for a guest worker program as a favor to Fox, and that was just prior to 911, but before the 2000 election, he mainly spoke of "immigration reform", not amnesty or guest worker, or so I gather.

I agree, the push for amnesty and guest worker came after the 2000 election. According to this article, as Governor of Texas, he didn't know much about illegal immigration like he claims he knew.
As Governor, he didn't try to stop anything.
