No hon, it's your mind that ignores the elephant in the room. Here is a direct quote from Bush, "I want to see a Free Trade Zone, from the north of Canada to the tip of Cape Horn". That expresses much more than just Mexico, Canada and the USofA being one entity. That declares that the entire Western Hemisphere will unite as one entity eventually.

Here is a quote from Vicente Fox made at the above mentioned summit, "Mexico, Canada, and the USofA will unite under one trade umbrella with American wages dropping to meet Mexico's rising wages, and the rest of S. America joining at later dates".

There is no Constitution of the United States of America in this entity, no Bill of Rights, only as an ancient oddity, that takes a back seat to international laws created by the appointed, not elected board of directors that will be at the top of this new Trade Zone. They will determine what human rights you will be allowed, there will be no borders that matter.

Educate yourself and read not only the FTAA treaty but the discussions of those framing it and adding suggestions of how to enforce it. Here's a quote from one such fan and framer of the new world, "Judges must be given more power to hand out harsh sentences to those xenophobes that hold on to old nationalistic ideals".

Never mind, go back to sleep, after all you are a member of the "conservative party". But dream on this, the elites at the top of this party are neither patriotic, nationalistic, or America firsters, they are globalists and they hold the reins of power on the party. All CVSA certified law enforcement agencies (and most of them are certified) use these criteria wheninspecting your vehicles and determining whether the vehicle or driver is classified as OOS.

Once a driver or vehicle is declared OOS, the vehicle cannot be moved until the issue is resolved and you are back incompliance.

One notable inclusion to the new OOS criteria is the following reference regarding drivers:“If a commercial vehicle driver is unable to communicate sufficiently to understand and respond to official inquires and directions, he/she will be placed out of service.

”In accordance with FMCSR 391.11 (b)(2) a person is qualified to operate a commercial vehicle if he/she:(b)(2) Can read and speak the English language sufficiently to converse with the general public, to understand highway traffic signs and signals in the English language, to respond to official inquiries, and to make entries on reports and records;Remember, that this applies to all commercial vehicles, not just your fleet vehicles that require a CDL to operate.

While the new CVSA OOS criteria is not an “English Language Requirement”, it is important to understand that you, as a motor carrier, have the obligation to ensure that all your drivers have sufficient communication skills to carry out their assigned duties.

Don’t rely on the officer being able to speak Spanish or other language in order to communicate with your driver. Stephen A. Keppler, Director of Policy and Programs for CVSA states that, “It (communicating sufficiently) has become more of an issue over the last few years because our members (U.S., Canadian,and Mexican enforcement agencies) are seeing many more instances of this on the highway and have experienced problems, and NTSB has several ongoing accident investigations where they believe this issue may have been a contributing factor. It is both a highway safety and officer safety issue.”
