Without information, I can tell you that none of these people have spent very much time in DC. The commute is worse now than it has ever been. Tempers are short. The commuters have no patience with anyone who stops them from moving around DC for any reason. The Police would not be needed at all, nasty and irritated commuters would just riot.

As the DUmmies in San Francisco found out when the "took over" downtown at the start of the Iraq War and found out that commuters were quite happy to get out of their cars and beat the crap out of them. Oddly, Police don't remember any of these incidents.
It wouldn't be too bad -- after all, DC has the strictest gun laws in the country, so at least no one would get shot. ;-)
