It has nothing to do with Sharia'a except that is what they are permitted. They limit themselves to it. It is a business transaction that would be legal anywhere already. Just like any restaurant can sell kosher if it wants and you can choose to buy it or not.
Where you have it confused is with the part of the article where duty free zones would be run under the other country's full Sharia'a, requiring hijab for instance. That is imposition of Sharia'a in the host country. That is a legitimate line that should not be crossed.

They only limit it to themselves until they gain sufficient leverage to apply it to everyone else.
