Yep. The DNC figures they HAVE earned the votes by taking from the evil rich, distributing a little of that massive revenue to those holding out their hands and making life just as miserable for the rich as it is for the poor. The DNC has NO desire for actually raising the status of anyone, just breaking everyone down.
