Except the Sherpa regions(extreme hills and eastern Himalaya range), most hilly areas are firmly under Chairman Mao's guidance. The western and central plains are also Maoist. The eastern plains are not as much, but the Maoist extort money out of the farmers(50% of crops each harvest).

Kathmandu is a valley and its hills are Maoist. But the valley itself is not.
