the Chicago City Council successfully kept them from opening a store within the city, Walmart will be opening a brand new 141,000 square foot store one block outside the city limits

How long before the Chicago City Council annexes the property so they can benefit from the sales taxes and property taxes?

One block outside city limits ... hmmmm, how about taking a lesson-learned and build 'em one block outside the Maryland state line. The neighboring states will enjoy that sales tax bump. Hehehehe. Watch for Virginia and Pennsylvania towns to offer tax incentives. Then Maryland will try to nail its citizens for a use tax as they come back over the border. That is one way to turn a state red.
