There is a radical difference between "legalized" [i.e. permitted, tolerated, allowed to happen in the case of willing participants] and "mandated" [i.e. enforced on willing and unwilling alike].

True. But for Crips, Bloods, Latin P Stones, BGD, Vice Lords, carjackers, drug delers, robbers, and the violent, I would want it mandated.

More than two convictions then you're gone.

I suppose Congress can ban them under Art 1, Sec 8, Cl 3. That way the messy Bill of Attainder problem is avoided.
