"The plan in 2003 was as follows.
1. Invade Iraq.
2. Protect Iraqi oil assets from sabotage by Baathists.
3. Remove Saddam from power.
4. Administer the nation with assistance of Iraqi counsel selected through caucus-type gatherings.
5. Transfer sovereignty by June 2004.
6. Hold elections for interim parliament by January 2005 (too soon, according to John Kerry during his campaign).
7. Write a Constitution.
8. Ratify Constitution by Oct. 2005.
9. Elect new parliament by December 2005, bring Arab Sunnis fully into the process.
10. Iraqi parliament forms new government.
11. Insure Iraqi security forces can secure the country.
12. Bring U.S. and coalition troops home.
Steps 1-8 were completed on schedule. Step 9 is happening today, and turn out looks good. Step 10 will happen as the duly elected Iraqis determine. Progress on Step 11 is made daily (Iraqis are providing most of the regular security for today. Step 12 will come after the remaining are complete. This is not hard to understand, unless you don't want to. Or it serves your goals not to.
