These details do not make sense. Hot pursuit of fleeing terrorists is one thing. Conducting a deliberate assault into another country after issuing demands isn't a unit level decision.

For that matter, how does the author know that the group fled from Mosul, but was able to hide near Syrian border guards, and that an unheeded ultimatum was issued over it?
