Churchill certainly has the right to say what he does, but the school does not have the right to use student money to pay for a platform from which he can say it.

Correct. If DePaul cancelled next week's planned appearance at DePaul, nothing is stopping from him from giving that speech on the Fullerton "el" platform that same night.
