Water doesn't know the difference between the black part of town, the rich part of town, or the poor part of town. Water runs downhill until it got to the lowest point, then it starts filling up that area. The French Quarter is high and that's why it didn't flood. If the levee had broken in the French Quarter, the water would have formed a small river and it still would have flooded the low parts of NewO and not flooded the French Quarter. Some poor areas were low, and that's why they flooded. It's the same reason the top of a mountain doesn't flood. Water's not racist... Not that I expect Air American or Farrakan to understand...
