Rising Tide: The Great Mississippi Flood of 1927 and How It Changed America by John M. Barry might be a good book to read now. I don't think the Flood and the response to it did change America all that much -- it took the Depression to do that -- but it is clear that natural disasters and how government responds to them can have major political consequences.

The Negin/Blanco bunch are through, but the question is whether Louisiana voters will take their anger out on the Republicans in 2008. Politics in the last elections were based on a solid Republican South. If that's not going to be true in the next Presidential elections, it could mean a very different result.
