Makes sense, but it doesn't fit the context:

(not just locked. It really freaked people out and IMHOP made the situation worse, rather then better.

I think the DUmmie meant to write "IMHO" but because MIHOP is so prevelent over there, it was a freudian slip to "IMHOP."
