When you register a domain name you can put anything or nothing in the place for the Registrant, Administrative Contact, Technical Contact, and Billing Contact. This means the actual registrant might not be the person listed. Usually the web site manager's or owner's information is listed.

If you're playing games you could use anyone's information you wanted to.

I figured as much. I have had several domains over the years and have never been asked for any kind of ID. How in the world could you verify it anyway. 90% of domain registration is over the net is it not?
