Frist can still go through with it, if he chooses.
It would appear he doesn't have the votes now, but he can still try.
This was done outside of Frist's purview. He simply doesn't seem to have the ability to do a deal.
Which is why any national ambitions he had went in the tank last night. If he can't lead the Senate, he's not qualified to lead the country.
