THERE IS A SECTION IN THE AGREEMENT THAT "ENCOURAGES" the Executive office to speak with the body (Senate) before deciding to nominate a judicial pick.
THEY ARE BASICALLY SAYING THAT THEY THINK THE PRESIDENT SHOULD SEEK PERMISSION FROM THE DEMS BEFORE EVEN NAMING A PICK!!!!!!!

This little agreement was nothing more than another play for dems to thwart the will of US voters by keeping judges who rule with no regard for the constitution on the bench.
That's all this filibuster crap was for them......they know they can't win in the market place of ideas....or the ballot box. So they try to pack the courts with commie minded freaks.
