RE: HIV/AIDS ... I'm not going to argue this point, I personally believe that the numbers are inflated, and are done so to justify the money.

This one I find extremely hard to believe.

If my agenda was to get more funds for a type of research, I might be tempted to overestimate the numbers, or bend the diagnosis criteria to include suspect victims.
