And your "sacrifice for the greater good" is communism pure and simple.
The problem with the word "NIMBY" is that only the people whose backyard is not in danger. How about if your neighbor constantly burns big piles of manure right on the line between your property and then puts a big fan up to insure that the smoke goes right into your house. Would it be "fascism" to bring a nuisance action? How about if your neighbor told you just close your window and not go into that part of your yard.
I'm a firm believer in doing what you want on your property as long as it stays on your property. Kind of a "my right to swing my fist ends at your nose" principle.

Then it is ok for the refinery to do what it needs to do on it's own property. Bingo! Land use is ok when it is sanctioned by you and your group of like minded thinkers. But beware anyone else use their OWN land for their needs.
And further beware anyone who might profit from land usage that allegedly damages other property owners.
According to your thesis, the whole city of Houston should not have to smell those refinerys on the east side. But those refinerys built Houston! I doubt you would find too many Houstonians who would rate the refinerys any higher on the same scale as traffic nuiscence as a detriment to property value.
This country wasn't founded on what is good for the me's, but founded on what is good for the US'S. And if we need a refinery, the me's are going to either accept the facts, or be taken behind the woodshed. Your NIMBY attitude basically obstructs what is good for America, no matter where or when. It is people like you who have let the oil import and refining problem, as well as nuclear power slip away from America for 35 years and it is now time to take back America from the envirowackos.

A refinery cannot keep its byproducts on its own property.

Yeah, that's one approach. Actually the whole corridor between Houston and New Orleans is a good place for more refineries.

I beg to differ. Our country is founded on enlightened self-interest. If we all do what's in our own best interests we will all be better off. That's where the market comes in.

My attitude is not really NIMBY. My attitude is that the externalities associated with refineries should be internalized into the costs of the product (gas). That is the consumer should pay the full cost without a landowner near the refinery subsidizing a lower cost.
