The ball is, and has been, in the court of Jeb Bush, the governor of Florida. He has the lawmen and social service agencies that could remove Terri Schiavo from the present facility to one where she would receive good care in a few hours. President Bush may command the world's finest military and supervises the spending of hundreds of billions of dollars per year, but his kid brother has the needed resources to save her almost instantaneously. Furthermore, Governor Bush's authority and responsibility under Florida law are clear; Federal power in this matter is far murkier.
