Judge Greer even admitted he wanted Terri to starve to death. Terri has swallowed soft foods, and could swallow better with therapy (that Michael won't allow) so actually the feeding tube is just an excuse to starve her.

She swallows liquid (saliva). So she could swallow other liquid (Ensure). She's currently living on the Ensure that she consumes with the aid of a feeding tube. She can swallow it, except that she's not allowed to.
