I would say his having been the Chief of Romanian intelligence makes him an expert in his subject area, don't you think? At least Pacepa defected. Putin, on the other hand, spent his life building and upholding the genocidal regime of the Soviet Union as an officer in the dreaded KGB...and now he's the president of "Russia."
