Apparently this new law to fine offenders who have already paid fines came about after we moved to Texas. We knew nothing about it - just assumed he had paid his debt and then got the bill saying that because he had 2 tickets in one year he owed another fine. I didn't want to say anything to him other than those are the consequences for not obeying the law but I really think these new "taxes" are highway robbery. I could see it if he got 2 dui's or going 90 in a 35 but basically paying 400.00 for 5 over is ridiculous.

That is ridiculous. I can see large fines for 30+ and such, but 3 fines for 2 minor tickets is theft
