Venezuela does not have the capacity to refine all of its oil. Therefore, Venezuela must sell oil to a country with refinery capacity, i.e., United States of America.
Until China develops its refinery capacity, Venezuela is stuck with us.
We've got a crisis brewing in Latin America, not just in Venezuela but in Brazil as well. When, not if, Chavez starts shipping all the oil to China, we had better act. I hope we are out of Iraq by them so that we'll have the military assets we will need to deal with what's going wrong in this hemisphere.
