Draw up a note, have it notarized stating that you are making an effort. That way the owner (you know the guy who risked his wealth to build your apartment), can take that to the bank when his note is due, making a copy of course, to send to the IRS when his taxes are due. Maybe even to the grocery store when he attempts to feed his children.
