There are and have been fascist states that didn't involve anti-semitism but they have gone together quite often as well.

Fascism is a 'smarter' and 'cheaper' form of totalitarianism than is communism for the tyrant and the state. He/The state doesn't have to run the factories and the railroads, just control those who do. The Jews made for a convenient boogey man for Hitler. "They" were responsible for everything bad that happened to 'good Germans.' Once you have an enemy to rally against, it's easier to lead people in the direction that you want to go.
