And I can't complain authorship of the phrase, either. I heard it once long ago, perhaps when I was living in Nashville. It is definitely an all-purpose line. Another great all-purpose phrase, best delivered in a good Southern accent, is:
"That just ain't right."
Or the variation:
"He just ain't right in the head."
