Then why in the heck aren't they doing something about them? If I were you I'd go to your friendly neighborhood Wallyworld and buy yourself one of those high powered pellet rifles. Pump that thing about ten times(the more you pump it the more powerful it is) and if and when you see a bear let'em have it in the butt, in the nose where ever. It'll get the message real quick!
