I don't think I can recall as serious a "miscommunication" regarding the POTUS security detail ever happening before, at any other international conclaves. At least none that were widely reported.

That being said, and noting there is some suspicious context (i.e., the President's security bubble is there for a reason...and it should not have been interfered with), I would not expect the Chilean governemnt to be behind such a plot. Politically, they are far more attuned with the GOP than with globalists or even the democrats. They were the first ones to privatize social security, and it is working.
