Yes, the "regular" absentee ballots, which means all absentee ballots except Ohioans who are out-of-country and military absentee votes, were included in the election day totals for precincts, so those remaining are few in number and will not "influence the bottom line" to use your words.

From page 4 -- "Absentee ballots other than out-of-country voters, must be received by the boards of elections by 7:30 p.m."
