In this case, your assumptions are correct. This was the third arrest made by this Officer in four months.
Then, I would vote for trouncing the behavior both on principle and as an example.
I suppose one could be gracious, even turn the other cheek . . . but this just doesn't quite seem like that kind of situation where that would be overly fitting.
Could be my bias. But I think the cop needs a fierce educational experience.
I suppose we could argue, theoretically about turning the other cheek . . . and, I suppose we could imagine that by doing so, we would put the cop much more in the hands of an angry God. That might be a better route.
I guess it boils down, as usual, to praying earnestly and following Holy Spirit's leading. Guess I can end up arguing both sides, after all.
