This is the first time I have ever heard that Kerry visited Hanoi. I just don't think there is any there there. The official Navy records that have been released show that Kerry received an Honorable Discharge through the normal process and that he transitioned through the standard reserve process.
I base my observations on personal experience as a naval officer who served at the same time. I resigned my commission in 1972 after over 7 years of active duty and was transferred into the Standby Reserves. I received my Honorable Discharge on Feb 16, 1978, which was accompanied by the same letter Kerry received signed by Clayton.
