Naval officers must formally and proactively request a release from their commission from the Secretary Of The Navy. There is no such thing as an "automatic termination" of a commission.

Those officers who do not formally request a release from their Naval commission are effectively in the inactive reserves forever.
Kerry evidently waited until 1977/78 to make that request. There's nothing mysterious about it at all.

Since he refuses to respond and to make his records available, these accusations must be true. Although there are no official records available to substantiate these accusations, the story has a valid thrust.
this is what matters, many who were alive at the time were angry that these people (skerry's, fonda's)were not charged and tried for their crimes. Absolutely no way that this person or any of his minions should ever be given the Presidency by the people. What angers me now is that the Navy actually refuses to release the questioned docs, so that the american people can see that a vicious commie activist is trying to get hold of them.
the red flags are up everywhere. richardson bragging about stopping Nader from even getting on the ballot. skerry will not tell anyone what he has planned for the country if elected. If he can't tell america what he will do, then americans should tell him no thanks.

[Also, would the people in PJ's have this already answered so that the risk of a "CBS-like implosion" would temper his reply?]

As far as I can see, particularly with your confirmation that I found the right section, it all has to do with the discharge of a reserve officer.
Looking into his records is an absolute must. You know, about two or three weeks ago this discharge issue was threaded on here and someone explained why the different discharge dates and it was simply a bureaucratic issue. I just can't remember the specifics. I still am skeptical there is anything to this less than honorable dischage issue. Can a person with a lower than General Discharge hold public office? If it is true and it comes out, he is so finished they would have to replace him on the ticket, without question.
It is still possible that Carter gave him a pass so his discharge was honorable. There may not have been any formal charges against him for anything, but maybe his discharge would not have been honorable since he didn't complete his obligation. I don't know.
The only thing that makes sense is the possibility Kerry was being threatened with legal action by the military and he resigned "for the good of the service." It is still a discharge under honorable conditions, but is certainly not an Honorable Discharge. Apparently it is not an unusual thing since the military probably just wants them gone and doesn't want the problems of a court martial.

IN fact....Everyone needs to look at this because I believe it is BOGUS! It appears to start out being the DD214 issued when his orders were changed to go to Officers Indoctrination and all the Vietnam stuff was added to it! This is so obvious, how did we miss it??? Can someone show that document here???
Wrong. Kerry had two DD214's. The first one you cited is when he was discharged from the Reserves as an OCIU2 and accepted his commission as an Ensign on 16 Dec 2004. Kerry enlisted on 18 Feb 1966 as an OCSA (E-2), USNR (inactive) and commenced active duty on 19 Aug 1966 when he entered OCS.
The second DD214 covers Kerry's service from Dec 16, 1966 to Jan 3, 1970. Check this out (both DD214s):
