Amen. A terrorist meets his objectives when his intended targets cringe in fear, or when they come to his table to plead for peace. A terrorist meets his objectives when his enemies "withdraw" in order to avoid future terrorism. A terrorist even meets his objectives when he dies, as long as his death strikes fear into his victims. A terrorist's most fundamental weapon is fear, and terrorism cannot be defeated until that weapon, fear, is turned back upon the terrorist, and those who support him. Half-measures and politically-motivated rules of engagement only succeed in getting our noble soldiers killed and emboldening the terrorists.
