A plain, unadorned black flag is often used by Shia Muslims. The Shia wave it as a sign of mourning. They might do so at any time, but they hang out black flags especially during Ashura (which is not at the moment.)

You might drop by the house, and introduce yourself as a neighbour. If the conversation goes ok, you could ask them about their flag.
