1. In a war zone, have your air defenses turned on. As I recall this was after an incident in which ageis cruiser shot down an airbus. Rules of engagement had been tightened after that, and after Stark was hit, they were loosened again. Stark was hit 8/15/87. Vincinnes shot down the airbus 7/3/88.
